But sometimes the modification of an item in the middle will be invalid

i copied all the cheats for MH Rise for now, BID and TID are correct

i stored them into atmosphere/cheats and also the titles zip located in the EdiZon folder but it can't seem to find the cheats - what did I do wrong?

Did you forget cheats folder? this folder need to be in the folder and put cheat file in there

nope i put it like TID -> cheats -> BID(as a txt data)

You have to put the folders with the .txt files direct into atmosphere/contents without the
folder named "titles" in the zip file. After that under atmosphere the cheat codes are always active for every game. When you want to put them on/off with Edizon, you have to change the system_settings.ini as it is explained here:

there are many cheats for the jap version on 91wii, not sure if they works on the US version or not
