Gaming Charging for homebrew??

so along my search of more wii stuff to learn about i came across this site

Now i obviously know the games, tv show, and movies sections are pirated so i wont go into that... but as far as the homebrew, cheats, and i think themes (not sure if illegal things are needed for that) this person should be charging for it right? I mean i see apps on there that are on homebrew browser for free and also on wiibrew. And im just guessing but i doubt this person is giving the revenues of this site to the respectable hackers and programmers. Anyone else find this pretty sketchy?
