ROM Hack Change Game Cartridge game

Hello! I am just wondering, If I have a NDS file, Can I switch out a game for that one?
I got a old game that I really don't play, and I am wondering if I could put Animal Crossing on it.
I got GodMode9 and stuff so I can change the name of it.
So is it possible? Thank you.

If you're asking if you can flash a different ROM onto a retail cartridge, the answer is no.

They're ROM chips, they're not (re)writable. That's why.

The chip inside a DS-cart has an "MX" printed on, probably Macronix. Although I could not find information for the MX23..., Macronix has some data online about MX25... These are real ROM chips. No chance of ever changing the data on them.
