Nothing jumps out from the syscheck. Honestly I would reset the thing to factory settings if it will let you do that without updating. Then try again. I am betting it's some sort of corrupted update data. Quick Google search shows that other than just waiting for it to magically fix itself, thats the most common fix for that error code.
You can wipe without updating. I've done it many times

It appears to be a vWii brick after all , i have formatted the console without connecting it to the internet , now vWii starts but all i get is blackscreen . Is there any WiiU game that has vWii update ?

When you start up vWii mode, does it at least get to the press A to continue screen, or is it fully bricked, nothing at all?

There is no vWii update. It's the same version it's always been which is why we always recommend backing up your iOS files beforehand. To fix you need to be able to at least get to the vWii system menu. If you can there is hope. If you can't then you're perma-bricked on the vWii (for now). I know I said "perma" but many believe with iosu access you could replace corrupt ios's on vwii. We'll have to wait and see if/when it ever gets released.

I am very sorry. I feel guilty because my advice may have perma-bricked you. But for the life of me I have absolutely no idea why. As Kafluke said, your vWii stays constant even when doing things on Wii U side. You are positive your Wii U firmware is still 2.1.3e? If memory serves there is an update in the 3.0.0 range that can cause this if you have messed up IOS on the vWii. If you got that update somehow in the reset process that would explain it.

CJB100 , don't worry , nothing went wrong because of your advice , this is another console with 1.0.3e and a bricked vWii , nothing shows , just blackscreen
I've been told 5.5.1 changes something to vWii , but don't know what games have 5.5.1 and if the update will succeed
