Hacking Can't Install Pokemon Bank on My O-3DS Gateway

I've been trying to install Pokemon Bank onto my original 3DS while under the EMUnand: GW3D 9.8.0-25U. I first tried looking for it in the eShop... and it said no results found. Then I scanned in the QR code from the official website and got this error.

Am I missing something here? I don't understand why I'm getting this error. I can access the eShop just fine, but I can't find Pokemon Bank anywhere. Is there anyway I can install the CIA for Pokemon Bank instead?

Any help is extremely appreciated!

Bank is nice and all but why not just use Savedatafiler and PKHEX?
That's not really relevant to this thread tbh

He obviously wants to use poke bank cos its legit and doesn't wanna bother with pkhex.

I have no idea why you can't see Poke bank in the eShop. Can you see other titles just fine?

It's actually way faster to transport loads of Pokemon between games as well.

Couldn't you install on sysnand through firmware spoofing and it would appear in emunand? Before FW spoofing, I had Bank already on sysnand, and either it appeared on emunand or I could redownload into emunand.

When I see the main page, I see the updates for All Pokemon games, Mario Kart, and Zelda. Everything seems to be working just fine.

The video in that thread is dead. Can you possibly list off in steps how to do what you originally mentioned?

EDIT: I found out why the issue was happening.
My country was NOT set to USA in the system settings. Thanks everyone!
