I think the problem was that Luma 3DS Updater (not star updater) was downloading the dev release and not the regular. Thats how I got it.
I was basing that statement on this: https://github.com/AuroraWright/Luma3DS/compare/master...AuroraWright:developer
Judging by that it does seem like the "Use Developer UNITINFO" option is available in the main branch, however I just checked and it's not showing up in the Luma version I have, so I stand corrected.
