are you using irc.gbatemp.net
or irc2.gbatemp.net

(you should be using the latter)
and the port is 5190

What these fine fellows said, forget about the Java app its not configured properly and is unreliable at the moment. Try using mirc to connect, here is a guide on how to configure it if you dont know how. http://gbatemp.net/index.php?dynamic=58

Step four is where you would enter the irc2.gbatemp.net port 5190 part, you wont connect without that.

That's because it is a DNS issue. Not all are connected to the same DNS servers and irc.gbatemp.net appears to be borked on some while working perfectly on others.

Try this:

irc://irc2.gbatemp.net:5190/gbatemp.net

That was what it took for me to connect through Chatzilla.
