Do you need a smartphone OP?
You can get a high res smartphone for about $150.
At $150 you can get at least 720p, possibly 1080p.
3DS with it's limited battery life, large size, and limited resolution is better used just for games.
You can get a basic, non hd smartphone for $5-$10.
The $10 smartphone is going to play most video content flawlessly and will have better battery life than the 3ds.
