You use the NSP files only for installation, the "real" data is stored either on your internal memory or on SD card.
So yes, you can remove the .nsp from the SD card afterwards.

Since they ask these kinds of questions. Is there a way to delete the copies installed in the internal memory and be able to play online again without being banned by deleting the backup records?

Yes it is a install file like a android apk or 3ds cia file after it installs your good to go and free up space.

How do you delete files using dev menu? I don't see an option and always have to turn off my switch to get to my sd card and do so

Download NX- shell and find your file hit X over your file choose delete. No need to ever turn off your switch.
