Homebrew Can I downgrade any New 3DS? Even if it came on versions >9.2?

IIRC the ACHHD New 3DS started on something higher. I've got that one and downgraded just fine. Just make sure you use the right .cias and the safest version of sysUpdater.

Any 3ds in store shelves are downgradable, unless they come with a new system version over 10.3
