Hardware Can I charge 3DS with Universal charger ?

The DS Lite has a different one.

From what I've read with a quick search, it only charges DS Lites.

What do you mean by "universal charger"? The closest thing to universal these days is USB, which will work, with the right cables/connectors.

It depends on the actual charger that you are using.

With just the picture to go with, no, it won't work. Box says DS Lite, which uses a different connection.
