Can Diablo 2 multiplayer be played offline (local wireless)?

I can't seem to find this option anywhere.
Is it under the online tab? Does that mean that banned switches cannot play local wireless?

Its worse than that. Multiplayer games are hosted only on Blizzard's servers. So even local multiplayer has to play over the internet, requires NSO and is subject to server outages. And obviously you need to be unbanned.
