If you udate your 3ds to 2.1.0 now you could save yourself the trouble of downgrading to 2.1.0 later to get the otp for a9lh. If you don't care about a9lh or want to install it later then you might update to a higher firmware now. If it is a USA 3ds then only a cartridge with a update for a usa 3ds will work. Such as 2.1.0u. The u at the end marks it as a USA 3ds update. On the website ScarletDreams linked to you can find the USA carts with 2.1.0u on page 11.

The 3dsb.com has a list of all the games and the firmwares the come. look on the firmware column, this list the firmware the game comes with. ̶a̶n̶y̶t̶h̶i̶n̶g̶ ̶f̶r̶o̶m̶ ̶2̶.̶1̶-̶1̶1̶.̶2̶ ̶w̶i̶l̶l̶ ̶w̶o̶r̶k̶ ̶f̶o̶r̶ ̶y̶o̶u̶. and use the 3ds.guide to install a9hl. read the guide and get familiar with it before.pay attention to the warnings, instructions. some of the things you can do with CFW are:
  • Play all game cards and eShop games, regardless of region
  • Customize your HOME Menu with user-created themes and badges
  • Use “ROM hacks” for games that you own
  • Take gameplay and application screenshots
  • Backup, edit, and restore saves for many games
  • Play games for older systems with various emulators, using RetroArch or other standalone emulators. (Works best with a New Nintendo 3DS)
  • Install homebrew titles to your system, and have them appear on your HOME Menu
  • Dump your game cards to a format you can install, and play them without needing the card
  • New 3DS only: stream live gameplay to your PC wirelessly with NTR CFW
  • Run many old Nintendo DS flash carts that were blocked long ago or never worked on Nintendo 3DS
  • Safely update to the latest system version without fear of losing access to homebrew
EDIT: 9-11.2 works best. I was wrong.

If you can find the cartridge for roller coaster tycoon 3d, then you can update to 2.1 and install 19lh right from there. Other wise, nearly any cartridge should update you to an appropriate firmware.

yes, pretty much any game, but not all update you to 11.0. Just mention which game you want to use and i'll google it real fast.

He wouldn't have a browser, he would need a cartridge entrypoint to install a9lh on 2.1 without browser, no?
I believe not much of them work on 2.1.

It'd be easier to get 9.2 or higher but BELOW 11.3 and soundhax his way through 2.1.0-4 since he would have a browser and be able to easily install a9lh.

2.1 is no good because he will not have a browser. He'd need Cubic Ninja to install a9lh on 2.1 with no browser. On 4.x and 6.x he'd need a DS flashcart. On 5.x, 7.x, and 8.x he couldn't do anything and would have to update to 9.0-11.0 with yet another cart.

Like Jdbye said, 9.0-11.2 is best.
