Hardware can a modern motherboard conflict with old ass parts

Its 4 generations old now, it is ancient as far as computing goes, it was already a low end card to begin with so it did not age well past htpc use.
Even low end i3 dual cores destroy the Q6700, its almost a 10 year old cpu now and just cant compete with the ipc and better overall efficiency and core performance of the i3's.

Sure, but your argument is flawed in the scenario where we're talking about the MOBILE i3 chips. The Q6700 can probably easily beat an i3 ulv or even the normal Ms
