Hacking Buying new xbox 360

I'm considering to buy a new XBOX 360. Will I be able to softmod it? Any tips on which version to get?

No.
You cannot softmod a 360.

If you want to hack it, I'd suggest reading me sticky in the hacking section.
Based on that you can lightly determine what you want.

Best is to get a second hand Slim 360 and a ODDE if you want to keep XBLive.

I'm a noobie regarding 360. never played one before.

I saw a used xbox 360 with these features;
Xbox 360 Slim rgh / jtag
with Gears of War 3 SE Case and Modified Sounds
Comes with Power Brick, Controller, Xexmenu disc, HD Cables and box.
No HDD (any 2.5" will work on RGH though. Or Fat32 USB as well!)
Unbanned KV
Latest Dashboard and Dashlaunch versions installed
Coolrunner Rev C Installed. Glitch times within 3-5 cycles or less.

for $160.00 is the 360 worth it?
could I play xbox live arcade games on a hard drive with this system? play any homebrew? is homebrew easy to load and install i.e. emulators and roms?

Log into live and you're banned.

Anyway 160 quid for a Slim is more then a fair price indeed.

Homebrew is extremely limited (don't expect stuff from the Wii Scene)
Emulators...
Yeh some come in xex format which are executable with XeXmenu or FSD (I recommend FSD)
Some come in elf format which you need to load with XeLL (press Eject to boot XeLL)
