Aha, i have had something like this before, if you have other PCI devices other than ur GPU try swapping their slots around.
Also, try booting your pc without any ram, if your cpu and motherboard are working ok you should get a few beeps, (if your computer has a internal speaker).
maybe try boot with only one ram chip or try boot after swapping the ram ports round.
its a hard problem to fix. >
 
I almost positive it's the ram now. I should mention all of my parts we're new except the ram. The ram I bought was a returned product packaged in some sort of antistatic bag. I don't think it kept. The computer boots the same with or without the ram, 1 chip or 2. Not sure what else it could be.
 
Just put the speaker in... It makes no sound. With or without the ram. I'm unsure what this means, but I'm guessing that mean the motherboard is no good.
 
Well I checked to make sure it wasn't grounding out on that case. I switched out the case to a different one I had laying around. Booted with just CPU and Mobo. No beeps... It is indeed a bad board. Thank you to all that gave me advice that finally led me to the source of my problem. I'm gonna fill out a RMA and hopefully get a replacement.
 
Switch the ram into different slots. Try booting with one stick at first and switch the slots. If that doesn't work...
