Are you absolutely sure the 3DS has B9S? Try to remember what you did right before this happened. Or maybe somebody else (family, friends) did something…
Anyway, next step for troubleshooting this is ntrboot. If you do not have a compatible flashcart: I recommend getting the R4i Gold 3DS Plus.
Try downloading a fresh copy of Luma3DS: https://github.com/AuroraWright/Luma3DS/releases/tag/v10.0.1 and put boot.firm on the SD card root (not in a folder). Overwrite the existing version if it exists, and then try booting with the SD card inserted. If it boots, it is not bricked. If it doesn't boot, then it is bricked and it does not have B9S installed.

The system version shouldn't matter, but you will need the latest version of Luma3DS to launch GodMode9. Once you can get in to GodMode9, we can unbrick the 3DS. You should have a NAND backup, otherwise you might not be able to unbrick it.
