In order for a new AR card to work, the 3DS has to be running software that adds new content. The 3DS doesn't magically gain the ability to create new things when it scans a new card.

Yeah, said software is already out in Japan's eShop I think.

Yeah, its an app you would get in the Japan eShop. It was released along with 28 3D trailers after the Nintendo Conference, as an "Interactive Trailer" Viewing the card thru AR games will only get you kirby.
