is it possible to transfer the content of the sd of my O3DS hacked (game, save etc...) with Boot9Hax on a new3DSXL hacked also with boot9hax? Is t possibe to copy paste easily??

You'd have to do a system transfer and then acquire each game's tickets on the target console, AFAIK.

Can I be banned if I transfer my data from O3DS to N3DS knowing that the internet connection must be activated? is there a blocking DNS that works ??

I don't think that's a red flag or anything, just go ahead and do it. If your Old 3DS has non-legit games, you'll have to reacquire their tickets on the New 3DS.
