Yep, 3DS roms aren't out yet, but you can play DS roms with an AceKard, and various R4i's.

flash cards for 3ds just works on DS mode .. so you can only play ds games
you can use r4i 3ds ( i got one with a ds lite lol )

But the best card for your 3DS is SCDS2 ( supercard DS2 )

DS-mode flash carts like the Ak2i aren't region-locked because DS things aren't region-locked.

Yes both of my blue 3DSes dont play DS games, but somehow they accept UMDs and it runs em in PSP-mode
