you're not using windows to format the HDD directly right? You should be using FAT32 GUI formatter or easus partition manager or similar software. Windows natively won't allow you to format large drives as FAT32, but instead it normally allows you to select from NTFS or ex-FAT, and ex-FAT is NOT the same as FAT32.
