I don't know if it's the BEST price out there for the CycloDS but I got my CycloDS (my brother and a friend did too) from gamersection.ca and we had zero problems and the shipping was good (took only 2-3 days from some place in Quebec to London, Ont)

I got mine from dealwoot, but it ended up being quite expensive, because of the exchange rate. Also it took like 3 friggin weeks to ship...
