Well if its using cortex A73 or Denver 2 i doubt this will be a major issue as these are really efficient with low energy consumption. Pascal hasn't been used in a portable yet but we know that the GTX 1060 uses very little power, it used up around 50% less energy compared to my old gpu for instance.It's not outside of the realm of possibility, but there's a reason why fans on portable devices are extremely rare. It's just not very functional in that form factor. It's far more likely that the tablet is underclocked when not in the dock to save battery and switches to whatever stock values it will have in the dock to support the higher resolution on a TV screen - that's far more sensible, as such "mobile" modes are commonly used in consumer electronics.
If they can get the chip to run at around 10W real-life TDP, they're in the clear - if not, it will be underclocked as stock, it's just the way it is. They need it to run for at least 3 hours full-blast and they need it to be cool while at it, it's a tablet.
