Does this mean we can have a tool to make them into 3DS CIAs soon?

rt64 is the graphics engine, not the decompiler

Probably not. It seems to wrap RDP calls to vulkan or dx12, and 3DS doesn't do any of that.

Instead what you want is a lib that can transform RDP calls into what 3DS uses.
