Are 3DS ROM hacks ultra hard?

You don't see a lot of ROM hacks for recent systems like 3DS. Are they just too hard?

If you're running a custom ROM, it's pretty easy to apply ROM hacks: you just drop files into a specific directory and the system will load those instead of the game's vanilla files, making file-replacement-based ROM hacks very user-friendly to install and test.

Of course, the specifics will depend on the game and what kind of file structure, compression, and encryption (if any) it uses.

Older games will always be more popular, though, since people have had more time to figure them out and even make tools to make ROM hacking easier to pick up.
