I don't think there is any tool that does that yet. If memory serves, any DS (NTR) banner editor will only read the first 0x840 bytes. Editing the tiles in Tile Layer Pro may look like it's enough, but after editing, the CRC is incorrect. The banner size for most (TWL) games is 0x23C0.
