I discovered a way to transfer items between retail and roms.
1. Put all your items in mail sent to your future self
2. Save the mail in the post office.
3. Load the game up on 4.5 firmware, save and quit
4. Backup game cart using gw launcher
5. change to 3DZ
6. Savedatafiller back up rom(with items from retail)
7. Savedatafiller back up rom you want to transfer item to.
8. Take the file mail1.dat from the retail rom backup and put it into the folder with the rom save
9. Restore save and check the post office

UPDATE:
this also works with diffrent saves, for example,
here is a mail1.dat file that I made, if you open it up in your save file, you should see a ton of letters adressed to "doomguy"

Dude, that's cool. So using this we can actually "gift" people any item we want? Someone upload a mail1.dat with cool items please! :P

EDIT: Just inserted your mail1.dat and was able to retrieve your items!

Here's a thing I did. More things are on the way at a later date, this is only a taste of what's to come.

This is for everyone who's sick of spending hours in the ocean getting eaten alive by jellyfish in the hopes that a villager will request the public works project that you want to build.

Instructions:

1. Put acnlpwp.bin onto the root of your SD card
2. Launch Animal Crossing and begin playing as your mayor character
3. Launch this URL in the web browser: http://dukesrg.no-ip.org/3ds/rop/?LoadCode.dat&acnlpwp.bin
4. Go to the town hall
5. Build any PWP you want

Note that this only unlocks the PWPs with Isabelle. It does not allow you to rebuild one-time-only PWPs or anything like that.

Result screens:
Green: Everything went as planned and you now have all PWPs available.
Yellow: The program was able to find your PWP data, but you already have all PWPs unlocked, so no changes were made.
Red: The program couldn't find your PWP data. No changes were made to your game, but a file called mori-debug-town.bin was written to your SD card. If this happens to you, PM me a copy of this file and the version of the game you own (region, physical/digital, etc)

Disclaimer: This has not been tested thoroughly. I accept no responsibility for destroyed save files, broken or missing PWPs, or Resetti jumping out of your console and attacking you with a pickaxe. USE AT YOUR OWN RISK. Only the RAM is changed, so if you experience a problem, turn off the power without saving and you should be fine after reloading your game.

QR code shortcut for the lazy (you still need to put acnlpwp.bin on your SD card):

I did everything as stated, but I keep getting the message "an error has occurred. Please save your data in any software currently in use, and then restart the system." I'm running on a 3ds XL Ver. 9.4.0-21U

Fox-kon: please try this code.bin with Animal Crossing JP 1.0. The screen will flash for several minutes. When it's done please attach the resulting file, it should be called "mem-0xFFFF0000.bin".

It appears that code.bin worked! and sorry the resulting file was too large to upload.

so I uploaded it to here, password is "kitsune"
please enter "kitsune" next パスワード(Password). then click ダウンロード(Download)

If you don't trust that uploader, please let me know where I do.

Thanks, this should help with compatibility for JP region game. I don't have a copy to test on so I hope the next version solves it.

Well something was either wrong with my dump or SD card because I just tried it on my other console with a 9.5.0-22u version, and different SD and it worked flawlessly. I'll try with my other console again then.

Parfait: success tends to vary based on system version, whether you're on sysnand or emunand, and if your browser settings have been cleared. When it stops working I find that clearing my browser data seems to work.

Fox-kon, please try this dumper. I really hope this one works, it's hard to test without having an actual Japanese region 3DS and game.

I am still trying to make it work without freezing, cleared browser data and settings but nothing...it just freeze with a green screen. I'm using an EUR backup on GW and I'm on EUR 3DS XL 4.5 with emunand 9.4

Sadly, it doesn't work.
"mori.bin" in 0KB has been created with no color screen.

Well, I'm ready with 1.1 ACNL using digital update from e-shop. is it better than ACNL1.0?

Are you using a flashcard? Because if you updated the game, it means you had to update firmware in order to download the update from the eShop, and that means goodbye to the web browser exploit :-(

Sorry it didn't work for you. I'm not sure what will work if that doesn't, and I'm not sure updating to 1.1 will help any.

I couldn't tell you the difference between 1.0 and 1.1, we never got 1.0 here in the US, just 1.1.

FAKE EDIT: marc has a good point, I hope you didn't actually download the update yet, because that will close off the Spider exploit for you. :(

no I'm not using that stuff.
I have another J3DS which has downloaded 1.1update before 9.5.0.23 came out.
Edit: normal Japanese 3DS 9.5.0-22J.

It's just due to your announcement that you wanted to release it yesterday. Don't give release dates if you can't observe it.
I never said that it was going to be released yesterday :-/
If everything goes well, you'll be injecting RAM tomorrow :-)
It just didn't go well :-(
