The gift is said to be worth 25 cents so I'm guessing it is a small avatar item, wallpaper or theme.
Also you can get VIP status as well which will gain you discounts and free items.
Also you need a gold membership to access these rewards.

Ive been wondering when they would start this. It seems like this should have been implemented long long ago, but wherever. Better late than never, I guess.

Some things you should know before deciding to jump onboard:
Xbox LIVE Rewards said:
* Birthday Gift (approximate retail value ("ARV"): $0.25 USD)

** You must have and maintain an eligible Xbox LIVE Gold membership and the applicable Gamerscore for the appropriate tier by the first of every month in order to be eligible. Limit: Up to 30,000 Microsoft Points can be earned per account for the entire Offer Period. Please see Terms and Conditions for details.

80 MSP = 10 USD and the limit is 30,000 MSP = 375 USD. 375 USD * 2% = 7.5 USD. The price for a Gold membership is 5 USD a month, so the maximum you can get in rebates would only be 2.5 USD over what you're spending a month. Since the 30,000 MSP cap appears to be for the entire offer period (not just per month, presumably) this seems like a pretty bad deal unless you were planning on getting a Gold membership anyway.

Just found out it's not valid in Europe atm.
Here's what I found at the bottom of a page while signing up. This should clear any and all confusion.

I think your off a bit. 30,000 points is the cap of how much you can earn so you earn bonus for the first 3 million points or 1.5 million you use aka 37,500USD or 18,750USD and lets be honest who the hell would spend 3 million points or 1.5 million.

You may want to refocus your efforts on the EU version then. Or, are you trying to make a better US version?
