Hacking access eshop throught RX tools safe?

I accidentally deleted one of my games and don't want to install a CIA, so was wondering if its safe to access the eshop through RXtools emunand on 10.3 to redownload the game again?

I used eShop just fine on my rxTools 10.3 emuNAND to download titles I purchased, so I have to assume it's safe on at least O3DS with 10.3 EmuNAND.

eShop access from rxTools is safe. Just don't attempt to update emunand from eShop. Use only System Settings to do that.
