ROM Hack Suggestion about making Resident evil 5 and 6 cap (lock 30fps)

Hi there.
I have a request as the title said. So I hope from our legend @masagrator to make this happen if he doesn’t mind. Because these games have a terrible framerate and not stable at all. So if we have a cap 30fps it’ll better to play them nicely. Thanks...
