I have a few questions about A9LH installation.

Why guide have been deleted OTPless?
Can I downgrade from 11.2 to 9.2 and install A9LH?

Because it's not safe to go that route. Just follow the guide, you basically have to ctrtransfer to 2.1.0 and then install A9LH and Luma3DS and restore your original NAND backup back to 11.2.

I thought version 2.1.0 of new3ds is danger, however, at last, I understood that OTPless was more dangerous than it.

The only dangers of being on 2.1.0 is putting your device to sleep or trying to perform a system update results in a brick. That's as dangerous as it gets, well and user error. So follow the guide and don't put your device to sleep or do a system update at any point during the process and you'll be golden.
