Your switch setup can be very complicated here is a simple setup that should work.
You should be using Atmosphere 0.20.0 and above. In general I will test my apps with the latest and quite often only the latest release of Atmosphere.
Rename or delete \atmosphere\contents folder
Copy the contents of the zip from my github release to the root of the sd card
Boot atmosphere by injecting fusee.
Edizon se and Breeze can download the cheat database for you if you have wifi enabled. If you do not have wifi you can manually download the cheat database from https://github.com/tomvita/NXCheatCode/releases/latest. Put titles.zip ( uncompressed ) into \switch\edizon\cheats or \switch\breeze\cheats depending on which app you are using.
If you don't want the cheats to be turn-on by default you need to have \atmosphere\config\system_settings.ini file with the following lines.
[atmosphere]
dmnt_cheats_enabled_by_default = u8!0x0
https://github.com/tomvita/EdiZon-SE/releases/latest is bundled with latest Breeze at the time of release which may not continue to be the latest as it age, to get the latest go to https://github.com/tomvita/Breeze-Beta/releases/latest
