This depends on emu you are using...

On ryuji it work like that:
60FPS folder / cheats folder/ BID name.txt and the code inside

on Yuzu nothing

Seconding this. The game runs at unlocked framerate while also appears to have dynamic resolution at work. The result is wildly varying image quality with framerate fluctuating from 60 all the way to 25.

It's not that I don't want to make 60 FPS cheat for NBA 2K22 but, The Game Size is too huge... Not only I don't have enough free space to install it,

Naruto Shippuden: Ultimate Ninja Storm 4 is in the "needs fix" list. Visit our Discord to see them.
For Naruto 1, 2 and 3, I'm guessing they will also need fix because they might have the same case with Naruto 4.
