Homebrew 3ds_rules missing from devkitpro?

I don't know if I'm just really stupid or if devkitpro is missing 3ds_rules. I searched all over for it, but I can't seem to find it :P Could anyone point me in the right direction?

It should be in C:\devkitPro\devkitARM (if on windows)
Update your devkitPro and make sure you install devkitARM and ctrulib (best install the entire devkitARM)

I've done all that and I just re-ran the update script to make sure I wasn't missing any files.

EDIT: :P, I just found a pre-compiled version, downloaded it and went to place it in the devkitARM folder, and it asked if I wanted to overwrite the old one. Oh well, another junk thread that i've posted :D
