Hardware 3ds won't hold charge

I have a 3ds (CTR-001) that won't hold a charge. I've tried a different battery, and it still won't work. It runs while plugged in, but the instant I unplug it, it shuts down. The RTC also doesn't work. If there's a capacitor or resistor I need to replace I'd like to know where and how to look.

I already replaced the fuses, I'm just wondering if I need to replace the charging IC.
