Unfortunately, no I can't. I do not possess the knowledge to teach you how to make your own, but on a certain website (can't link it to you because that is illegal) there are pre-made cias for pokemon rom hacks and I'm pretty sure there is a link to a tutorial there.Well I was hoping to make my own VC CIA for a hacked pokemon rom.

There, you'll find a butt-load of tutorials on 3DS stuff, including VC CIA stuff.

I'd suggest trying with a gba cia file that is confirmed to work before injecting your own, especially pokemon as these games require some manual intervention to get saves working properly.I tried booting the ROM (CIA version) and it just black screens....

But your issue could probably be solved by following what Voxel linked before, if gba games aren't working without a modified agb_firm then you may need to install a modified one.

Gba VC roms work perfectly on rxTools 3.0 beta 2iirc, I tried booting them from an rxtools 3.0 nightly. That was where the VC CIAs weren't working, not even with everything set up correctly.
I might try ReiNAND on my N3DS when I get the chance.
