Does anyone know what is common size for games on the 3DS?
Nope, we don't have the games so we wont know.
At least for the time being, the top will be 2 Gigabytes. The maximum that can be storaged in the cart is 8 Gigabytes though.

games haven't been released anywhere in the world Nintendo keeps them in a high security safe untill March 27.
Max size at launch is 2GB, likely will expand to 4GB in a year or two afterwards, and 8GB near the end of the system's life.
Common size is another question entirely. Looking back at the old DS, the max capacity for DS games at launch was 128MB (later expanding to 256MB and 512MB). The issue was that most DS games at first didn't even use nearly that much (still don't). Mario 64 DS was on a 16MB DS cart, Megaman Starforce was on 32MB, Mario Kart DS on 32MB. 32MB was quite a common size. But even today, there are still games released on 16MB cards, some even smaller. Giana Sisters DS was on a measly 8MB. Polarium was apparently below 4MB when trimmed...
You can expect to see some games that use 2GB. Likely ones such as Resident Evil Revelations, Metal Gear Solid 3D, and Kingdom Hearts 3D. Yet others won't use nearly as much. I wouldn't be surprised if some of the games are on sub-100MB game cards...
Seems that all games we know of use 3D(Not only the effect,the GFX),are we going to get a 2D GFX game anytime soon?

Given this information, what they said at e3 may have been a mis-translation, or error in communication.
So we just don't know.

EDIT: I see where you're going. But the information on the cartridge capacity was given by the cartridge manufacturing company.
The maximum size a 3DS game can be is 8GB according to reports, but imo, that doesn't mean it'll be limited to that later on. Maybe that limit is based on current costs and parts right now.
Offtopic, the maximum size of an SD card that can be used on the 3DS is a 32GB card, but that could change as well, if SDXC is possible.
1 GB to 8. Why reach for 2 when it could be 1, eh?
2GB max "at launch". However, if the minimum is 1GB on a card, then I suspect a lot of unused space on the simpler titles.
There were very few DS games that used the maximum size available to them. You can expect a lot of 3DS games under 2GB, even though they CAN use a max of 2GB.
