Hardware 3DS An Error Has Occurred Entering Settings

So I purchased a faulty 3DS off eBay with the intention to fix it.

So the 3DS will show the "An Error Has Occurred" message whenever I try to enter into settings, a DS game or other apps. Some will work.

What is the process from here?

Update: Booted into safe mode, updated and now appears to work fine. Please delete thread if necessary
