Hardware 3DS/2DS 10.3 > At retail?

Looking to pick up a cheap 2DS just wondering if anyone knows if they are shipping with 10.3 or greater pre-installed and if anyone knows how aggressive Gamestop mail order is about updating systems.

Have any second-hand electronic stores nearby? There's a good chance they might be selling a good-condition, cheap 2DS there, and best of all, you could possibly ask to check the firmware before you actually buy it! At least that's what I did; I managed to get a 6.1 2DS like that.

New systems are 100% <=10.3. If not a yo-kai bundle, then 99% <=9.2.
Used, you're probably still alright but no guarantee.

I picked up a 2DS on 9.2 at a local pawn shop (of course, I live in the middle of a major metroplex). Cost me $50....of course, after GateWay Brick code killed it, cost me ~$40 to get it fixed.
