I don't know how much people will care about this since the DS homebrew scene is almost dead, but I've always wanted a PC tool that will quickly batch convert bmp's for DS skin use. Since I've been trying to learn C, I thought this might be a good learning experience despite currently not having a burning desire to make skins.
Hopefully a couple of you out there might still want something like this.

Purpose:
-This PC drag and drop tool allows you to convert 24bit bmps to 16 bit bmps quickly and easily (as compared to gimp, for instance). This is tool is targeted for DS skin making and and making animated frames for the R4 Wood firmwares.*

Directions:
-Simply drag and drop your 24bit bitmap on the tool icon itself and the program will place the converted image in a created folder named 'frames'. Convert more than one image at a time by highlighting multiple images and dropping them all at once.
Notes:
*Single convert retains original filename
*Multiple convert renames files to hex values (intended for Wood animations)
*Bmps over 256x192 may crash the program
*Frame folder is placed wherever your original image directory is
*Original images are not affected
*Tested on Windows 7-- don't know about other OS's
