I'm testing already

In any case, to actually install the cia, you copy it to the SD card and install with FBI. It works on my 3DS and I have never seen the card stopping to work after copying a cia file on it.

Well, you have a folder dedicated to them. (The cias folder)

But technically, you can copy them anywhere you want to.

Well, I have no idea what's wrong. I legit don't know why your 3DS doesn't like the card.

i dont think it matters anymore since both sd's are dead on my 3ds

Wait, let me get this straight. The 3DS crashes when you put the SD card (with the CIAs) inside the console before even running FBI?
That's really strange. Since both aren't working, try backing up all relevant files to your PC and then format one of them in the FAT32 format. This may clear things up.

Not only that, but the card still doesn't work even after the cia file is deleted.

already did that with the old one and didin't work.Weird,right?

It doesn't sound like the cia's themselves are the problem. It sounds more like your card is getting some corruption when your computer writes to it. Try with a different card reader, it may be faulty. Also be sure to do the safely remove USB device thing, the computer can still be writing to the card when it looks like it has finished.

You're not re-formatting the card or anything weird before copying the files over? Check the cards properties and that it is definitely still FAT32.

The only other thing I can think of is that the card is a fake and smaller than its stated size, so files are getting corrupted and overwritten.

The troubleshooting section has nothing even remotely related. I linked the guide on checking errors on SD cards and apparently it reports 0 errors.

"Black screen on SysNAND boot" and "Clear Home Menu extdata" might work. There's pretty much nothing to lose at this point.

So...what i did was to turn on with no sd on it and then inserting the 16gb one and some apps appeared,updated luna to 9.1 and seems pretty normal
Conclusion:The sd's hate cia files

try using a different pc /sd reader (or even an android if applicable) to copy the cia file to the sd card
