100% Usage on 3070ti but extremely low FPS (14fps on dirt rally)

Hi everyone!
I purchased a Second hand Zotac Trinity OC RTX 3070 Ti for a 'good price'. At the spot everything was good, the box was clean, and the card looked brand new. After installing it and removing the 3060 Ti I previously had, I noticed that there was no noticeable improvement in some titles like Minecraft RTX (57avg.), GTAV (120fps avg.) Counter Strike 2 (180avg). Some games just became unplayable. Dirt 4 drops quickly from 80fps on the race preview to around 15fps on the starting line, Fortnite stutters more than ever and Control can barely reach 30fps. I haven't changed any settings from my previous card, that runs much better.
My PC specs
- Intel i5 10400f with OEM fan
- Dell OEM RTX 3060 Ti (swapped for current RTX 3070 Ti)
- Corsair vengeance 16gb RAM (2400Mhz increased to 2667 with XMP)
- Asrock H510M-HDV/M.2 (Resizable Bar ON)
- Kingston 480 GB SSD + Seagate 2 TB HHD + Seagate faster 500GB laptop HHD
- Gigabyte P650B
- Generic Mars Gaming case
I ran the games at 1440p, mostly max settings (same as my 3060 Ti setup)
I have tried reseating all the power cables and Ram, reinstalling and rolling back drivers, messing with MSI afterburner and Firestorm, but not much more.
Is this a known issue and is there anything I can do? (apart from trying to return it, lol).
