I always get Error Code 007-2001, which apparently means my console region and settings region are not the same, and they are.

Working fine for me. Press L just after launch the eShop app and make sure HANS is set to your region.

Try updating hans to the latest version from smea pack and then lauch e-shop direct from hans not the shortcut .
That work for me when i couldn't download a demo today.
