No, those are Switch game formats. The 3DS CFWs use .cia files to install the games.

No, you can't run Switch games on a 3DS. That's like asking if you can run GameCube games on a Nintendo 64.
There is no means of converting Nintendo Switch games to work on a 3DS. The 3DS is even remotely powerful enough to play Switch games. You need to buy a homebrew compatible Switch and hack that to use those files.

Yes, you can play DS games either by inserting a DS cart into the console as-is, or, if you want to run ROMs, by using TwilightMenu++.
can't install nds cia files. twilight menu runs in the twl NAND, which wouldn't even large enough for one full ds game. you can use forwarders and a flash cart.
what do you mean the TWL nand wouldn't be big enough, my o3ds has a TWL nand with 143mb of storage, and most ds games are 32 mb, and the most i have seen is 128 mb, and with twilight menu only being a few mb it should be able to fit in the TWL nand
