I have noticed that the Wii U does a poor job of upscaling on a 1080p monitor. Often the result is a smeared blurry image. Would it make sense to get a dedicated hdmi upscaler to cleanly scale to the monitors native resolution?

Have you tried setting the Wii U resolution to that of the game you’re playing (most Wii U games render at 720p; vWii at 480p) and getting your monitor to do the upscaling?

If you’re considering an upscaler, you could try out a relatively cheap one first to see whether you like the effect (e.g. Seiki u-Vision cable) before investing in something better but pricier (e.g. Marseille mClassic/mCable).

Just turn up the sharpness by one. I have the U-Vision, a mCable Gaming (planning to sell) and recently returned the mClassic.

All them mess up the original image (for worst or better depends on you), after a while I just returned to regular HDMI cable and let my consoles (Switch and Wii U) do the upscaling (I also play on a monitor).

Set image rendering to 720 or 480p depending on the game (Wii U or Wii) and use mCable (gaming or classic editions) for upscale rendering, looks significantly better than the Wii U’s integer scaling.

Looks like pixels are smudged together in water paint.

If that sounds like your thing, try 2xSal in any SNES emulator and you'll get the idea before making an expensive purchase that you may regret.
