I'm planning out a pc build, trying to figure out which graphics card is best to go with. I'd like to run all my emulators at 4K, max settings (FSAA, etc.). I'm basing my build around the current demands of RPCS3. Will a 1070 ti be enough that I won't have to compromise on frames or graphics, or do I need to save up for a 1080 ti?

When it comes to 4K, get the best graphics card your budget allows. Whilst the latest 2080 is good at 4K, it’s still not able to max out high bandwidth 4K monitors (e.g 4K 144hz, or deep colours, or HDR, or any combination of the above).

But if it’s just 4K resolution without any of the “pro” monitor features, then 1070 or above will be adequate.

Even a 1080 TI would be considered overkill just for emulation. If you plan on playing any PC games at 4K, then you want a better GPU, but for emulation you want to push most of your budget towards a high end CPU more than anything, even for upscaling to 4K.

For reference, I could emulate nearly every game I've tried on Dolphin at 4K 60fps no problem with a GTX 1070, so you don't need to go grabbing some $800 GPU to get it done. The newly released 1660 Ti would probably work great for 4k emulation, since it's readily available for cheap at the moment.

That's what I got and it works great for emulation; no one in their right mind needs anything high end when the CPU matters most for emulators. 2080 is only good if you do things like raytracing, not for emulation.

Then get a 1660 TI, since the 1070 and 1080 are out of production and total ripoffs on eBay and Amazon. I only spent $280 (300 with tax) and it runs just fine, again, emulators care more about CPU than GPU by a long shot.

How well does that do for cemu and dolphin when factoring in 4k graphics packs, having Anisotropic Filtering cranked to the max, etc. PC gaming isn't entirely out of the question, but I'm just trying to at least get an idea of what is required when emulating everything with max settings. And just FYI, I plan on getting a Ryzen 7 2700x cpu

Again, you don't need a 2080, anyone who tells you need that for Cemu is certifiably insane.

Do higher numbers mean better graphics card? How much better anyway? Also what does TI mean?
The cards mentioned here are Nvidia gpus so generally they follow the naming convention below. TI is usually the gpu that comes between the jump, ie. 1070 -> 1070 TI -> 1080 etc. I wouldn't use name alone to determine performance because sometimes they pull something stupid. For example; the cards beginning with 20 implement their ray tracing feature and are branded as RTX rather than GTX cards, when they updated their 1060 card with a 2060 that did have the ray tracing feature but they also released an additional 1060 successor in the form of the 1660 TI (without ray tracing, a slightly weaker 2060).

Note: I'm sort of new to it too, so correct me where needed.

I never said I wanted a 2080 , I said 1080 ti. All I'm trying to get my head around, is what the lowest spec gpu would be to still play games while running and looking their best. Unless you mean to tell me that high end emulators don't use the gpu at all...

A 1080 is still very expensive, as they are out of production or at least, on their way out. I highly recommend a GTX 1660 TI, it's still very capable and a helluva lot cheaper. You'd have no issues with CEMU at all with that. They only use the GPU somewhat, CPU is always going to be the most important factor, which is what I've said numerous times already. CPU > GPU for emulators, but GPU is still vital, but you don't need a high end GPU, 1660 TI is a lot cheaper, I recommend it. Why is this a problem?

1660 ti boss man. A good GPU is important as well. Again, you don't need a high end model to give you the results you're looking for. The newly released Nvidia 1660 ti will work well for you if you're strictly wanting 4k emulation.

But I don't want a 2080 ti
General statement btw. I had a 1080ti and it was in fact, overkill.

The GTX 1660 TI has 1070-like performance in many instances, and maybe some 1080-like performances in minor cases, it's more than enough for CEMU methinks.
