It may depend on your phones model/hardware but when I looked into this my available devices could not. Unfortunately I don't remember what, if any, phones could emulate the tag themselves. Your best bet it just to buy some cheap tags, I think I got 100 for like 33$

Given what you want to unlock, dump your save and upload it. I'll unlock it with my powertag. Also I don't think any phone (with NFC of course) can do this, only read/write but not act as a read only.

Basically not possible anymore, one of the last phones it was possible on was the Galaxy Nexus.

I don't think the info was ever public. There's loads of old phones in people's desks for example that could be used but no method was ever made public unfortunately.
