You have to use the "full" pak0.pk3 and all the point release pk3s, which are linked in the OP. Hashes for all required files are probably listed on the ioquake3 wiki.
I can't really fix that because I don't know why it could be happening. I don't know what exactly is different in the SX OS rommenu in this regard. Maybe try deleting the NACP file?

1- Is this the same runtime prog as previous (duke/doom etc)
2- Would it be possible to port the unreal engine? And if so, would it be possible to port other forks as well? Mainly American Mc'gees Alice...

Copy the q3key file from your Quake 3 installation. It should be in either baseq3/ or wherever your settings files are stored.
You probably chose a CPMA or OSP server. Since you're running vanilla Q3 and don't have any mods installed, you can only connect to "vanilla" servers. Those are marked with "DM"/"CTF"/"TDM" instead of "osp" or "cpma" or whatever.
EDIT: Actually, that's not quite correct, but modded servers generally do require more memory. Are you running this through album hbmenu or NSP hbmenu?
