This Might Be 2 Questions, So Due To Freeshop Shutting Down And Smash Bros Requiring System Update, If I Install 11.8 Will I Still Be Able To Install Legit CIAS Using FBI Without Being Banned? If I Install A LEGIT CIA And Play Online On It, Will I Be Banned?
Nice question, although it should've been asked in the noobs thread and not as a new topic. If you install a legit CIA (not a good CIA, but a LEGIT CIA), then I think it would be okay. Also, the checks for whether you purchased content, as far as I'm aware, aren't done when connecting to their servers for online play. Somebody can correct me if I'm incorrect.
1. update your custom firmware first before the system firmware
2. assuming you always had smash brothers as a CIA, you should be fine. However you have to also get the update file from some ISO site from a good uploader.
3. as others said: legit cias=good for online play.

The bans havent happened untill freeshop became a thing and everyone who pirated pokemon moon and went online early 2 years ago got banned.You could get banned for anything at the moment and it still wouldn't make any sence why.
You are safe to install any CIA on any OFW with little risk of getting banned. 11.8 only added a ticket check to games being installed via sleep mode, which is now no longer a threat since freeShop is dead.
Also technically all CIAs of games post release are good to play online.

Just to add something no one else seemed to mention, you're good to play anything installed through freeshop before the update as well.
