Does this mean better emulators?
Yes. Software rendering in emulation sucks most of the time, so GPU usage for graphics instead of CPU will make performance an order of magnitude better (and save the trouble of writing/porting a software renderer in the first place).

it mean in simple term slow and steady progress in the graphics department it not ready just yet, completely up to devs how they implement in there homebrew though, for some a lot homebrew like retronx it would require major rewriting of the code base @m4xw said this, however once complete more homebrew could be make with this code in mind and there for bring a wide variety of different projects to the table

At the very least some of the emulators currently out of reach due to performance limitations of software rendering will now be fair game. Plus a ton of other games which rely on OpenGL will be much easier to port so they'll be a bunch of those pouring in. Anything relying on SDL can have one line of code changed during the init phase and should see a nice speed boost (though for things with delicate timing and hacky workarounds, some stuff will have to be rewritten a.k.a. half my stuff)

While this is excellent news (and it really is) why is the focus on OGL instead of Vulkan?

From @finccs tweet:
It's based on mesa and nouveau, which only implements GL. Vulkan support is something nouveau doesn't have yet, but the team behind it is working hard on it (also it wouldn't really be part of mesa if I understand correctly).

Nouveau's team plans to add vulkan support by the end of the year I think?

Apart from JIT and Vulkan this is the news we've been waiting for so long.
No matter how long it takes, I'll be very happy if I can play through Super Mario 64 in Horizon in full speed.
